What changed in Indiana’s waiver programs? Checked September 10, 2026
Approved changes, not just proposals
FSSA reports CMS approval of amendments effective August 1, 2026 for H&W, TBI, PathWays, CIH, and Family Supports. The proposed live-in caregiver rate adjustments in bulletin BT202673 were rescinded. This does not establish an individual’s eligibility, hours, or caregiver approval. Read FSSA’s approval notice (PDF).
Case management and future Waiver Reset
Contracted case management changed August 1 for the BDS waivers and PathWays fee-for-service. PathWays managed-care members should work with their health plan. FSSA describes the Youth Waiver as targeted for July 2027 and adult Waiver Reset for 2028; these are future plans, not programs FFAC currently offers. Check FSSA’s current transition guidance.
Waiting lists are different from provider staffing
A waiver invitation, Medicaid enrollment, service authorization, and an available caregiver are different steps. PathWays waiver services can have a waiting list even though the overall PathWays managed-care program does not. For current information, use Indiana’s official waiting-list page and the instructions in your notice.
This update checks the linked public guidance, not FFAC’s contracts or every individual service rule. Confirm personal next steps with your coordinator or health plan.

Plain-language overview
Traumatic Brain Injury Waiver is one of Indiana’s Home- and Community-Based Services (HCBS) waivers. Waivers let eligible people receive authorized supports in community settings as an alternative to institutional care.
Who the program generally serves
People with a traumatic brain injury who meet applicable Medicaid and level-of-care requirements.
Eligibility and level of care
Eligibility generally includes Medicaid financial rules and program-specific functional or diagnostic requirements. “Level of care” is the assessed support threshold for the program. FFAC does not perform or approve these determinations.
How to apply
Indiana’s Level of Care Assessment Representative and FSSA resources explain current intake and assessment steps. Ask the case manager or service coordinator which path applies.
How services are coordinated
A case manager, service coordinator, health plan, or program-specific coordinator helps develop and maintain the participant-centered plan. Services must appear in the approved plan before FFAC can provide them.
Provider choice and an existing caregiver
Participants generally choose among providers available for the program, service, county, authorization, and applicable network. An existing caregiver may apply to work through FFAC, but the person must qualify, be hired, and complete screening, training, documentation, and employment requirements. Relationship rules and authorization still apply.
